It tells the story of the first generation of public security soldiers in Shanghai around 1950, who struggle against Chiang Kai-shek’s secret agents’ attempt to overthrow the New China. It revolves around two men teaming up: an intelligent young cop who is unsuccessful in the old society but is reborn and matures in the New China, and an old and experienced Chinese Communist Party agent.
